Legacy_AbstractModuleInstaller

Recently, I try this task. I could not complete the task for Beta 2. But, because Legacy_AbstractModuleInstaller was not designed for module developers, it's difficult a little. I decide to clean this class.

If the task is completed, module developers become able to use phased updating like vBulletin. I have to complete it until Beta 3 and request module developers to review.
